The case of the invincible business secretary

first_imgTuesday 21 December 2010 8:48 pm WHEN Vince Cable told undercover reporters his departure from government would bring down the coalition, most Westminster insiders thought the famously grumpy business secretary was indulging in a little hyperbole. Few, if any, thought the audacious claim would be tested just a few hours later. In the event, the Prime Minister agreed with his business secretary. Although David Cameron gave him a public dressing down, and stripped him of key responsibilities, he stopped short of sacking him from the cabinet. A plan to switch Cable with Andrew Mitchell, the Tory international development secretary, was also aborted before it got off the ground; the Liberal Democrats want at least one of their men in a key economic job. As news of Cable’s predicament surfaced, there was much talk of a swift return to government for David Laws, the former Liberal Democrat chief secretary to the Treasury who quit after admitting he used his parliamentary expenses to pay rent to his partner. There is no doubt that Laws would make an excellent business secretary – in fact that job is likely too small for his talents – but the investigation into his expenses has not yet been published. If the parliamentary standards commissioner were to censure Laws, he could be forced to resign for the second time in a year. Unlike Lord Mandelson, it is highly improbable that he could return for a third time. Even if Laws were to replace Cable, it would still leave the coalition on shaky ground. Cable is not just any Liberal Democrat, he is one who still commands the support of the party’s left, former SDP members who are increasingly aghast at the direction of the coalition. That can’t be said for Laws, an economic liberal who only joined the Lib Dems in the 1990s because of the Tory party’s views on homosexuality. Most of the other capable Lib Dems are also so-called “Orange Bookers”, a term that denotes a passion for civil liberties combined with a firm belief in the free market. It is for that reason that Cable can’t be sacked. Without a bleeding heart in the coalition, Lib Dem activists – already defecting en masse – could all but disappear (most of them hold views considerably to the left of the party itself). Nick Clegg, currently at 11 per cent in the opinion polls, can’t afford to let that happen. Cameron’s decision to keep Cable inside the tent isn’t without its risks. Tory ministers know that they would have been dismissed without a second thought were they to act in a similar way, while Tory backbenchers feel the Lib Dems are wooed while they are ignored. It will also disregard any auction outcomes in which all four firms – Vodafone, O2, Everything Everywhere and 3 – do not win a minimum amount of spectrum.The next generation spectrum will allow networks to shoulder the burden of increased data usage by modern smartphones.The auction is equivalent to three quarters of the current mobile spectrum in use today and a staggering 80 per cent more than the 3G auction that raised £22.5bn in 2000.While the latest auction is unlikely to reach these dizzying heights, Simon Harris, a senior manager in the PwC telecoms team, says he still expects it to be fiercely competitive and raise up to £4bn.Ofcom chief executive, Ed Richards, said: “The auction is not only critical to the future of the UK mobile telecommunications market but it is also of significant importance to the wider economy. It will support a wide range of data services that are fast becoming essential features of the modern world.” The auction will sell two separate sections of spectrum. One will be the 800Mhz wavelength freed up by the switch-over to digital TV. The second will be a newly released 2.6Ghz section. The first usable 4G spectrum should become available by 2014.Network operators have already criticised certain areas of the proposals. Everything Everywhere – formed through the merger between Orange and T-Mobile – says the cap ignores the differences between different types of spectrum and could “constrain the normal development of the market”.A spokesman for 3 said: “The recent re-allocation of 2G spectrum has given a huge competitive advantage to Vodafone, O2 and Everything Everywhere. All of Greggs’ more than 2,050 shops have been closed since 24 March when the UK imposed its coronavirus lockdown. The government has allowed takeaway outlets to open. But so far, Greggs has chosen not to participate.Chief executive Roger Whiteside left a note on the company’s website explaining that the firm is working hard to get up and running again. Initial trials behind closed doors aim to test “a number” of new operational safety measures that will enable social distancing. Greggs is looking at the possibility of using “a number of channels”, such as delivery via Just Eat, Click & Collect and walk-in customers. At 1,797p, the share price is still almost 30% down from its peak in February. But City analysts have pencilled in a robust recovery in profits for 2021. And that feels about right to me. I can’t imagine the stores remaining closed into next year. And there must be pent-up demand for the company’s products.A compelling growth storyAside from the coronavirus crisis and the temporary bolting of the firm’s doors, it’s worth reflecting on the stock’s attractions. I pointed out in an article at the beginning of March that “the story behind Greggs is one of robust expansion driving prodigious cash flow and escalating shareholder dividends.”To me, the share would be a great addition to a long-term-focused retirement portfolio. And I’d be keen to buy while the share price remains depressed because of the temporary hiatus in revenues caused by the crisis. I think with recent government announcements, we have something of a road map back to a more normal lifestyle. And to me, Greggs looks capable of being a big part of that for many people.We can get some idea of how well things may proceed for Greggs when it starts trading again by looking at the competition. For example, KFC has reopened some of its drive-throughs and cars are queuing around the block. Chip shops and other takeaways opened recently and their queues have been enormous – exaggerated by the 2-metre social-distancing rules.My guess is that the demand for Greggs’ offering will be equally robust. This shelter design at the open Atlantic coast rainforest in the State of Sao Paulo is an opportunity to think home considering its essential features, that’s to say, the mankind shelter in the wild nature.We imagine this “primordial shelter”– a volume of 4.8 x 12 x 2.5 meters, 70 cm above the ground – completely inserted in the open woods. The volume is built with a recycled wood structure (peroba – apocynaceae tree – fine quality wood), presenting its surface with signs of prior constructions. The inside floor and closing are made of industrialized wood panel coated with cemented plates; the ceiling is made of panel sandwich with waterproofed wood and OSB wood based panels.Save this picture!© João NitscheThe external closing of this volume, in its turn, ended up to be the greatest issue in this project because whereas it should provide all the wished environment integration it should also work as a woods mediator, tackling its heat, humidity, and a lot of insects.                                                                                            The solution was to create the closing system with two superposed layers. The first – the outer skin – is made of 2.5 mm x2.5 mm polyethylene mesh, preventing insects from entering as it also provides internal rooms with permanent ventilation; the second – the inner skin – has a closing system made of glass with bascule windows, with very light supports and fixing profiles to give the rooms total transparence.                                                              Save this picture!© João NitscheThis shelter construction, as it is, presupposes the use of industrialized components, allowing fast and accurate assembling. Besides this sort of constructive depuration, we wished to create a volume, whose materiality – specially because of double skin – would make room for different understandings of the house insertion in the nature, always considering its mimetic features and its adjustments to whether variations. These are spaces for people to feel their identity with nature. To create a “borderless” life, the architects cut out many of the walls inside the house as well as opened the walls with outer space. It is a large space connecting living room, kitchen, dining table. The furniture used inside is as simple as the house’s requirement. Not too sophisticated, ground floor interior is modern-style, neat and well arranged. Right in the kitchen space, dining table, door-to-garden system is designed flexibly to maximize the connection between indoor and outdoor. West Virginia workers rally against anti-union law

first_imgCharleston, W.Va. — Over 1,000 workers, union staff and their supporters showed up at a West Virginia AFL-CIO demonstration in the state Capitol rotunda on Jan. 13 to display their collective anger and opposition to proposed “right-to-work” (for less!) legislation, which is to be introduced this session. If passed, West Virginia would become the 26th RTW state.While the House is firmly in the hands of the Republicans, there is controversy in the Senate. Daniel Hall was a Democrat when elected to the Senate in 2012 but switched parties in 2014, giving the Republicans the Senate majority and breaking a 17-17 tie. However, earlier this month Hall resigned to take a job at the National Rifle Association. The controversy is over whether a Democrat or Republican should be appointed to his seat.​If a Democrat is appointed, neither party will have a majority. The state’s Supreme Court of Appeals will hear the case. RTW is not the only attack being leveled against the working class in West Virginia. There is also a bill to repeal the “prevailing wage” law. This law requires contractors on state-funded construction projects of $500,000 or more to pay roughly union scale wages, using wage rates calculated by WorkForce West Virginia that are based on surveys of more than 3,700 contractors conducted this summer. Workers and supporters raised slogans such as “Stop the war on working families” and “Right-to-work is wrong for WV.” One organization stood out as a clear left flank in the demonstration. The Appalachian Workers Alliance dropped banners from the rotunda saying, “Beat back RTW! Say NO to Jim Crow!” AWA members were quick to educate people on the racist origins of RTW in Jim Crow segregation in the South. Vance Muse (1890-1950) was a business owner and conservative lobbyist from Texas who invented the “right-to-work” movement against the unionization of workers and helped pass the first anti-union laws in Texas. Muse was editor of the Christian American newspaper and worked for the Southern Committee to Uphold the Constitution, which used both anti-Semitic and anti-Black rhetoric in its lobbying against the re-election of President Franklin D. Roosevelt. The Christian American Association was on the far right wing in Texas labor politics. Muse also used segregationist views as an argument against unions, stating in the most vile language that white workers would be forced into organizations with Black workers or lose their jobs.A union-community fightback is needed to defeat this reactionary offensive. Workers have to understand that the threat of direct, coordinated and collective action is what made unions work in the first place. Their power has always frightened the bosses and the state. Michigan and Wisconsin have shown that the union officialdom and Democrats were outmaneuvered in the struggle against RTW. The worst thing the working class can do at this juncture is to simply look forward to the next election cycle with hopes they can get RTW overturned. What are needed are People’s Assemblies to organize and educate workers on how to win wage increases and safety measures and to raise their consciousness. The working class must come to see that they are the sole producers of society’s wealth and can direct the economy collectively without the need of the private profit motive of capitalism.
